These rules come from HDB’s official renovation guidelines for air conditioner installation works. Non-compliance can result in mandatory rectification at your own cost.
If you are installing a new aircon system or replacing an existing one in your HDB flat, getting the compliance side right matters. This guide breaks down every requirement in plain terms so you know exactly what your installer should be doing.
By law, all aircon installation work in HDB flats must be carried out by a professional who has been trained by the Building and Construction Authority (BCA). Before confirming any booking, ask your installer to confirm they have BCA-trained technicians. The cheapest quote from an unqualified installer can result in a failed inspection and mandatory removal at your cost.
Every HDB flat has a designated aircon ledge. The outdoor condensing unit must be placed on this ledge and this ledge only. It cannot be mounted on the facade, placed in the common corridor, or installed on a ledge belonging to another flat.
The unit must be secured using stainless steel brackets. Standard galvanised steel brackets are not accepted.
All refrigerant piping connecting the indoor units to the outdoor unit must run inside the flat. Running pipes along external walls, through common corridors, or along the building facade is not permitted. Piping routes need to be planned during the site survey, not on the day of installation.
The condensate water from each indoor unit must be routed via a drainage pipe to a floor trap inside your flat, typically in the bathroom or kitchen. The drainage cannot be discharged onto the external facade, the aircon ledge, or any common area. This is also the most common source of disputes between HDB neighbours when not maintained properly.
After the installation is completed, an installation report must be submitted to your local HDB branch within 14 days. Your installer should handle this submission as part of the service. Before booking, confirm explicitly that the 14-day report submission is included in the quote.

If you are modifying the facade or installing a new ledge, you will need HDB Town Council approval before proceeding.
